New FCC rules restricting authorisation of certain devices containing logic-bearing hardware from Covered List entities take effect on 13 October 2026.

The rule was adopted on 22 July, released on 23 July and published in the Federal Register on 11 September.

Its component restriction is conditional. It applies where a listed entity supplies logic-bearing hardware and the finished device would itself have been barred from authorisation if that entity had manufactured the whole device.

The measure is therefore not a blanket ban on every component from a particular country. The FCC explicitly rejected a prohibition covering all components from listed entities, citing disproportionate redesign, retesting and supply-chain costs.

The order also addresses modifications to equipment by Covered List entities and the marketing of unauthorised equipment through online marketplaces.

The timetable is not uniform across every provision. Although the final rule takes effect in October, the FCC ID display provisions have separate compliance dates of 1 March and 1 June 2027, depending on the marketplace’s role.

The FCC describes the logic-bearing component prohibition as prospective. Its scope depends on the listed entity, the component and the finished equipment’s authorisation status.
