The Department for Business and Trade has updated the open general export licence (OGEL) for the export of dual-use items, extending the list of permitted destination countries. The change was recorded on the GOV.UK licence page at 4:18pm on 20 October 2026.

Destinations added

The licence previously covered a range of destinations including EU member states and the United States. The update adds the following countries to the permitted list:

  • Bahrain
  • Botswana
  • Brunei
  • Jordan
  • Kuwait
  • Mauritius
  • Morocco
  • North Macedonia
  • Oman
  • the Philippines
  • Qatar
  • Seychelles

Scope of the licence

An open general export licence allows exporters to ship specified controlled goods to listed destinations without applying for an individual export licence for each shipment, provided the terms and conditions of the OGEL are met. The dual-use items OGEL covers a wide range of listed items that have both civil and potential military or security applications, a category that includes many electronic components, test equipment and related technologies subject to UK export control.

GOV.UK has not published further detail alongside this update beyond the revised destination list and the time it was made. The licence terms, item scope and conditions of use are set out on the published OGEL page itself.
